What’s Happening with Star Ratings?
As of October 1st, 2023
For programs new to Spark:
- An ERDC listed program can choose to complete a Spark portfolio or a QI cycle. Find out more about becoming ERDC listed here.
- Programs that are not ERDC listed will complete a 12-month QI cycle. The QI Cycle will not lead to a star rating but they will receive a monetary award after completion (amount to be determined).
For programs already in Spark:
- If a program has achieved a star rating, it will not be taken away if it is not listed with ERDC.
- If a program has not yet submitted a portfolio or wants to apply for a higher rating, ERDC listing is required.
- If a program’s rating is expired, they can complete a Spark Program Update Report (SPUR) to receive an updated certificate and information on completing a rating renewal. $200 will be awarded after completion of a rating renewal.
- Programs also have the option to complete a 12-month QI cycle. They will receive a monetary award after completion (amount to be determined).
Why are there 2 Participation Options?
- Keeps an option available for ERDC listed programs to get rated to earn a monthly Spark-rated incentive payment.
- Allows options for programs who do not wish to be ERDC listed to participate in Spark, receive the C2Q designation and support funds ($1,000 minimum, one-time only).
- Introduces a new framework for Spark quality improvement that may be part of redesigned Spark. It will provide an opportunity for programs to give input before redesigned Spark is rolled out.

UPDATE YOUR INFORMATION
Spark Program Update Report
The Spark Program Update Report (SPUR) is used to update information and/or request an extension or a reinstatement of a star rating. It will also collect information about continuous quality improvement efforts, and your commitment to maintain quality standards. Completing this report annually is required for programs to remain eligible for future opportunities through Spark, such as additional funding.

Spark Program Observation
A program observation can be an insightful part of a program’s continuous quality improvement efforts. Continuous quality improvement includes inviting program feedback and reflecting on your program practices to better meet the needs of the children and families that you serve.
